Rakhal Adhikary was born in 1900 in Srirampur village under Tamluk police station in present-day Purba Medinipur district. His father, Devnarayan Adhikary, was a businessman, while his mother, Charubala Adhikary, was a homemaker. After completing his early education at the village school, after passing out from Srirampur School, he moved to Medinipur Sadar for higher studies. However, inspired by the revolutionary speeches, he abandoned his studies to join the Indian independence movement.
In February 1932, Rakhal was injured in a police raid during a protest at the Salt Satyagraha. He played an active role in the Quit India Movement of 1942, printing underground bulletins on a cyclostyle machine and distributing revolutionary newspapers to secret camps. With the formation of the Tamrolipto National Government in 1942, he became a member of the Bichar Parisad (Judicial Council). Afterwards, he went into hiding in Calcutta district for about two years.
Following independence, Rakhal worked in an office in Howrah. He died of cholera after the 1960 floods in the Tamluk. Later, his wife Sindhubala Adhikary began receiving the Swatantrata Sainik Sanman pension in his honour.
